This much used sci-fi quotation actually was first used by Dr. Who, not the Borg. The Borg is only the latest in a long line of alien entities to issue such an ultimatum to an inferior force. On a more humorous note check out President Obama as a Borg like creature in the caricature spoof at the bottom of the page.
